If memory serves me right the Bush-Cheney Energy Plan of 2001 contained provisions for domestic drilling for oil, building of nuclear power plants, coal fired and oil-fired power plants, and oil refineries. The plan was turned down by the critics because they said that $50 billion was too expensive and that the oil and power companies would make too much money.
